So instead of trying to tone down your criticism with flowery compliments, be clear and brief, and your manager will appreciate your respect for his time, and he may take your complaints seriously.

An important thing to note is that if the majority of your interactions with your manager have been negative in the past, your ability to communicate effectively will decrease over time, regardless of how you express your criticism.

It is much easier to present your criticism in a clear and effective way when you already have a strong history of positive thoughts.
